Its probably in reference to:
A) what the team is are going to be called next year as I don’t think they know.
B) They have confused themselves with the whole lotus name saga that much, that they felt the need to slap a ? on the car somewhere.

Webber’s a sourpuss. When he’s won Vettel’s always there (sometimes even smiling) celabrating with the team. When Vettel wins he sends his cardboard cutout to stand in.

From what’s written on it (some sentences and words I can just about understand are “Dare to Dream Big”, “Ultimate prize”, “Podium”, “looking forward”), I think it’s just a gift from his fans.

That would be my guess as well. Wasn’t there a whole section of the grandstand at turn 1 reserved for Kobayashi fans? They probably had the flag out in that section for them all to sign.
