Can someone explain what is on Maldonado’s car attached to the front left wing in front of the left tyre? Is it a testing device?

It is a testing device, yes. It will be an array of sensors measuring the airflow through the suspension and around the tyre. You’ll see this kind of thing run a lot throughout testing.
