Chris Amon, I’d say.
Stefan Bellof, hands down for me.
Chris Amon without a doubt.
He led 183 Laps & had five pole positions without winning even one championship race.
Awful luck. Marco Andretti once joked about him: “If he became an undertaker, people would stop dying”.
Stefan Bellof, followed by Chris Amon.

Not the best but but Ivan Capelli got a 2nd place in a Leyton House and Teo Fabi got three poles and scored a 3rd in a Brabham.
Actually what about Jean-Pierre Jarier?
Nick Heidfeld. + Johansson and Amon, maybe Bellof
Jarier and Tom Pryce could have won too
Probably not but just throwing the name out there: Mika Salo
