By swapping their own cars around, how did Ferrari steal or spy in any way on Mclaren or the other teams?

The rules are there in black and white for EVERBODY to adhere to.
Like the 3rd pedal Mclaren made it work, Ferrari did not.
Mclaren should implement it for the next race. Nothing can be said by the FIA
The regulations say can not be used, but aren`t these the same regulations that say
team orders cannot be used.
Unless the FIA make a stand on the Ferrari incident, why do we even bother with
regulations?
