We’ll know soon enough.
And I don’t think the FIA have been handling it badly – I suspect the reason for the delay is because a) when the grid was opened up for 2009, teams had a full year to get their stuff together; here, they’ve only had since February, and b) in order to avoid a repeat of the USF1 debacle, the FIA may very well have asked the prospective teams to submit a final car design (on paper, at least) so that they know the teams have a clearly-defined path for the rest of the year.
Also, there seems to be some confusion over the date. Joan Villadelprat said the 30th of August, but when he was working with Cypher, Johnathon Summerton claimed the 1st of August, which could well have been a mistake reading of 1st September. Whatever the case, I’m sure we’ll find out soon enough.
