Mclaren will eventually, but certainly not in the next 10 or 20 years. Ferrari never, F1 would have to end for Ferrari to leave it.

I don’t think they will win again as Torro Rosso. They will most likely head further and further back into Minardi territory, get bought out by someone else, and then possibly win a race under a different guise.
