Namely, their Visitor Regulations Formula 1 says “4. Apart from seat cushions, no bulky items are allowed on the stands.”
For the concrete grandstands, like the ones at the hairpin, a cushion is sufficient/mandatory – during the race, there are officials who check if the spectators are indeed sitting down (which is also mandatory for some reason, don’t understand that at all).
