I think he’s scared to trim the car out too much. He may have to change his shorts (y-fronts?) after qualifying, when they take out as much down force as the drivers dare and hang on for life.
I think Rubens is just finding that Indy requires a lot of subtle technique to get around the track. The article also said they’re slowly taking downforce off the car increase his confidence. He drove at Texas and seemed to do pretty well.
