Thats kind of a fail. The article started a couple of weeks ago anyway, maybe you were thinking of this actual article.

Just design. If you look at the last pic with the sketches you see the guy’s inspiration were the Polish “winged hussar” cavalry (14th-16th centuries).

Actually, if you read the rest of the article, the sticks are supposed to vibrate and transmit power to the battery to be used in other parts of the car. Bit strenuous if you ask me, but if it worked, I’d be impressed.
