Not necessarily. Monaco is always quite kind on the tyres, so it’s normal that Mercedes will be able to hand their tyres better (much better) than they did in Barcelona.

But if Ferrari was the other team doing the testing, why are they protesting against Mercerdes’s case almost as much as Red Bull? It sounds strange.

Apparently they were testing mostly different options that may or may not be used in their 2014 tyres (if Pirelli get a contract for next year, that is).
