Finally the guys are able push their cars to the limit.

Correct, but it did thanks to negligence from the FIA, and Pirelli’s invite.
Someone should have ensured that this test did not occur.

Tests aimed at 2014 should not affect 2013 racing, period.

Gullible or not, they were approached by Pirelli.
And to be on safe side they first confirmed with the FIA, which sounds very appropriate. -

If Merc is found NOT guilty of actually contravening the regulations (as this was no normal test), it wouldn’t be the first time a team has bent the rules to their benefit.

Were the cars as heavy (w.r.t. fuel) as they are at the beginning of a race?
Probably not.
We’ve seen Merc do promising runs during free practice, but it’s probably always with medium fuel.
