I think he meant that after the penalty Kimi is closer than he would have been without Vettel getting the penalty.

Oh, come on! Hamilton did by no means outshine Alonso. It was a year full of controversies, and they ended up tied at the end. So, I don’t think anyone can say any of the two outshone anyone.

As long as he set a slow last sector I don’t think he should get a penalty. Setting his fastest lap might simply mean that he did very good 1st and 2nd sectors (not under yellow flag).
