    With 22 cars on grid, if driver qualified 17th and had a PU 10 place penalty. It would be go back 5 places this race and 5 places next race, but at COTA there are only 18 cars, same situation 17th and 10 place penalty.

    @fastiesty I guess that the problem is where you wrote “something that wouldn’t easily be driven over”: if some driver went over some kind of kerb, his car could be undriveable then hit that wall at high speed.
