Chris Amon, I’d say.
Stefan Bellof, hands down for me.
Chris Amon without a doubt.
He led 183 Laps & had five pole positions without winning even one championship race.
Awful luck. Marco Andretti once joked about him: “If he became an undertaker, people would stop dying”.

Not the best but but Ivan Capelli got a 2nd place in a Leyton House and Teo Fabi got three poles and scored a 3rd in a Brabham.
