What happens with PU penalties and the reduced grid?

With 22 cars on grid, if driver qualified 17th and had a PU 10 place penalty. It would be go back 5 places this race and 5 places next race, but at COTA there are only 18 cars, same situation 17th and 10 place penalty.

How many places carried over to Brazil?

The power unit penalties are explained here:

Power unit penalties to shape second half of season

This weekend’s grid will have 18 cars and the stewards won’t going to take into consideration cars which aren’t present when calculating how penalties are applied. Someone who qualifies 17th and gets a ten-place power unit penalty will be moved back one place and carry nine over to Brazil.

So, therefore do the same as Vettel is reported to be doing, change complete PU and start from pit lane.

It will not be much different from qualifying 6th and getting 10 place drop one component needs changing.

Thinking about it, how many drivers do complete PU change in Brazil to try and maximise last race position?
